About the Program
A small, durable piece of the United States Senate, sent home to Oklahoma.
Each year, thousands of flags are flown above the United States Capitol on behalf of constituents who request them through their senators’ offices. The program is run end-to-end by the Architect of the Capitol’s Flag Office — from order intake through the flight, the certificate of authenticity, and direct shipment to your door. Senator Armstrong’s office is the doorway: a senator-specific request page on the Senate’s secure flag system, plus a phone line if you need help.
Most requests are for milestones — retirements, weddings, military commissions, Eagle Scout ceremonies, the birth of a child, the passing of a loved one. The dedication you write is printed on the certificate that arrives with the flag.
The fees you pay are set by the Architect of the Capitol, not by our office, and they cover the flag, the $9 flying fee, the certificate, and shipping & handling. Payment is processed at the time of submission — by credit card through pay.gov for online orders, or by check or money order for mail-in orders. Our office does not collect payment.

How It Works
Four steps. About six weeks. One flag flown over the Capitol.
We try to keep this process as simple as we possibly can — but the actual flying is handled by the Architect of the Capitol on a tight schedule, so the date you select matters. Pick early, and pick a date you can be flexible about.
Step 01
Submit your request
Fill out the Senate flag-request form — online for credit-card payment, or by mail with a check or money order. Choose your size, material, flight date, and the dedication for the certificate. Submit at least four weeks before your desired flight date.
Step 02
Pay at submission
Online orders are processed securely through pay.gov, the federal e-payment service. Mail orders enclose a check or money order made out to “Keeper of the Stationery.” Payment goes directly to the Architect of the Capitol — not to Senator Armstrong’s office.
Step 03
Your flag flies
On or near your selected date — weather and federal-closure permitting — the Capitol Flag Office raises your flag over the U.S. Capitol. Flag-flying runs every day Congress is in session.
Step 04
Flag & certificate arrive
Roughly six weeks after your flight date, the Architect of the Capitol ships your flag directly to the address you provided, along with a signed certificate of authenticity bearing your dedication.

The prices below are charged by the Architect of the Capitol’s Flag Office, not by Senator Armstrong’s office. Each price covers the flag itself, the $9 fee to fly it over the Capitol, and the certificate of authenticity. Shipping and handling is billed separately at $9.80 per flag. Pricing reflects the AOC schedule effective August 1, 2025; the office to confirm any updates before publishing.

Every flag sold through the Capitol Flag Program is manufactured in the United States. Add $9.80 per flag for standard shipping and handling. Online orders are paid by credit card through pay.gov at the time of submission; mail-in orders enclose a check or money order made out to “Keeper of the Stationery.” Orders can be submitted up to six months in advance; allow approximately six weeks after the flag flies for delivery.
Flags for Fallen Heroes. Under the Fallen Heroes Flag Act, our office can arrange — at no cost to the family — for a U.S. flag to be flown over the Capitol in honor of a first responder from Oklahoma who died in the line of duty (a firefighter, law enforcement officer, or EMS crew member). Immediate family members may request the flag by calling our Oklahoma City office at (405) 246-0025.
